  1. gov.pt states that a foreign person with legal residence obtains a número de utente the first time they attend a public health unit.
  2. The published guide lists what the number must be associated with for the SNS to cover treatment: an identification document, the Portuguese tax number (NIF), a full address in Portugal, and a valid residence authorisation.
  3. The guide states the person may register at the health centre covering their residential area, and that temporary registration elsewhere is possible for up to 12 months by contacting that centre.
  4. gov.pt states Portuguese citizens receive the number automatically with the Cartão de Cidadão; foreign residents do not, and obtain it via the health-unit visit above.
